Formal Senate Bill: SB 7 – The Mid-Michigan Anti-Foreign Law and Religious Freedom Act

A BILL


To prohibit the application or enforcement of Sharia law or any foreign legal system in Michigan’s 35th Senate District and to protect the free exercise of religion, including voluntary access to the Bible in public schools as a cultural and historical resource, ensuring the supremacy of Michigan and U.S. laws against foreign infiltration in legal proceedings and public institutions.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

Section 1. Short Title


This act may be cited as the “Mid-Michigan Anti-Foreign Law and Religious Freedom Act.”

 

Section 2. Purpose


To protect the 35th Senate District (Bay, Midland, and Saginaw counties) from the infiltration of foreign legal systems, including Sharia law, by prohibiting their use in courts, administrative agencies, and public institutions, while safeguarding the free exercise of religion, including Christianity, Islam, Judaism, and other faiths, through voluntary access to the Bible in public schools as a cultural and historical resource, consistent with Michigan and U.S. constitutional protections.

 

Section 3. Definitions


(a) “35th District” refers to Bay, Midland, and Saginaw counties.


(b) “Sharia Law” means Islamic legal principles derived from the Quran, Hadith, or related sources, including applications in personal, family, or commercial matters.


(c) “Foreign Legal System” means any non-Michigan or non-U.S. legal framework that conflicts with constitutional protections.


(d) “Religious Freedom” means the right to practice religion as protected by the First Amendment of the U.S. Constitution and Article I, Section 4 of the Michigan Constitution.


(e) “Public Institutions” includes courts, administrative agencies, and public schools in the 35th District.

 

Section 4. Prohibition of Foreign Legal Systems


(a) No court, administrative agency, arbitrator, or public institution in the 35th District shall apply or enforce Sharia law or any foreign legal system in any proceeding, contract, arbitration, or policy.


(b) All judgments, decrees, decisions, or policies must be based solely on Michigan and U.S. laws, consistent with the U.S. Constitution’s Supremacy Clause (Article VI).


(c) Violations may result in case dismissal, voiding of agreements, or policy reversal, with appeals to the Michigan Court of Appeals.

 

Section 5. Protection of Religious Freedom


(a) Public institutions in the 35th District shall not restrict the free exercise of religion, including Christianity, Islam, Judaism, or other faiths, as protected by the First Amendment and Michigan Constitution.


(b) Public schools in the 35th District may provide voluntary access to the Bible as a cultural and historical resource for study, not as mandated religious instruction, in compliance with Establishment Clause precedents (e.g., School Dist. of Abington Twp. v. Schempp, 374 U.S. 203, 1963).


(c) No policy shall favor one religion over another or restrict religious expression in public spaces, consistent with constitutional limits.

 

Section 6. Transparency and Education


(a) The Michigan Department of Attorney General shall distribute annual guidelines to legal professionals and school administrators in the 35th District on rejecting foreign legal systems and upholding religious freedom.


(b) Public awareness campaigns via local media in Bay, Midland, and Saginaw shall educate residents on Michigan’s legal supremacy and religious liberty, funded by existing budgets without new taxes or fees.

 

Section 7. Enforcement


(a) The Michigan Attorney General shall investigate complaints of foreign law application or religious freedom violations in the 35th District and report annually to the Senate.


(b) No state or local funding shall be allocated for programs promoting foreign legal systems in the 35th District.

 

Section 8. Severability


If any provision of this act is held invalid, the remainder shall remain in effect.

 

Section 9. Effective Date


This act takes effect 90 days after passage and the Governor’s signature, no later than January 1, 2027.
