Senate Bill 5: The Mid-Michigan Crime Prevention and Accountability Act

A BILL
To enhance public safety in Michigan’s 35th Senate District by preventing crime, increasing accountability for offenders, supporting law enforcement, and addressing root causes through community programs and all funded without increasing taxpayer burden.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1. Short Title
This act may be cited as the “Mid-Michigan Crime Prevention and Accountability Act.”
Section 2. Purpose
To reduce crime rates in the 35th Senate District by:
(a) Investing in prevention programs targeting youth and root causes.
(b) Enhancing law enforcement resources and offender accountability.
(c) Allocating $50 million over five years for community safety initiatives.
(d) Ensuring no new tax increases by leveraging state surpluses and federal grants.
Section 3. Definitions
(a) “35th District” refers to Bay, Midland, and Saginaw counties.
(b) “Crime Prevention Fund” means the fund established herein.
(c) “Root Causes” include poverty, mental health issues, and lack of education or job opportunities.
Section 4. Crime Prevention Fund
(a) Establishes the “Mid-Michigan Crime Prevention Fund” with:

$25 million from state budget surplus (2026).

$25 million from federal Office of Justice Programs grants (Byrne JAG, $100 million Michigan allocation, 2025).
(b) Funds allocated over 5 years (2026-2030) for: -
$20 million: Youth prevention programs (after-school initiatives, mentorship in Saginaw high-crime areas).

$15 million: Law enforcement support (50 new officers, body cams for Bay County sheriff departments).

$15 million: Root cause interventions (job training, mental health services in Midland).
(c) Michigan State Police (MSP) and Department of Health and Human Services (MDHHS) to administer, prioritizing high-crime zones such as Saginaw’s 48601 zip. -
Section 5. Prevention Programs
(a) Provides $20 million for:

After-school and mentorship programs in partnership with local schools and nonprofits.

Community policing initiatives to build trust and reduce youth crime.
(b) Targets at-risk youth, aiming to reduce juvenile offenses by 25%.
Section 6. Law Enforcement and Accountability
(a) Allocates $15 million for:

Hiring and equipping 50 officers across the 35th District.

Mandatory body cams and training for accountability.

Enhanced sentencing for repeat offenders, with rehabilitation options.
(b) MSP to report annually on crime rates and program effectiveness.
Section 7. Root Cause Interventions
(a) Provides $15 million for:

Job training and mental health services linked to crime hotspots.

Partnerships with local organizations for family support and addiction recovery.
(b) MDHHS to coordinate, focusing on prevention over punishment.
Section 8. Public Oversight
(a) Creates a “35th District Safety Council” (5 members: 2 elected residents, 1 Bay official, 1 Midland official, 1 Saginaw official) to oversee fund use and report annually to the Senate.
(b) Council meetings public, with online access.
Section 9. Funding Assurance
(a) No new taxes or fees.
(b) MSP and MDHHS to pursue additional federal grants (COPS Hiring Program, $500 million pool).
Section 10. Effective Date
Effective January 1, 2026, upon passage and Governor’s signature.
